I have gathered if it’s not a Maradona type handball, most handballs won’t be chalked off because players don’t go out of their way to deliberately handle the ball.

That's pretty much why they made the rule change. Also you mean Thierry Henry as well. AFAIK they can still chalk it off for deliberate handball, but accidental ones in the lead up don't count anymore. It was too strict. I remember Kane had a goal chalked off because Moura was fouled and as he fell to the ground his hand hit the ball so it was no-goal.
