We didn't sell the actual port we leased it out. We sold 80% of the ports operations, and the NT govt retained 20%.

I agree it was a ludicrous decusion, and it should be pointed out it had nothing to do with Morrison who was treasurer at the time was against the lease, but it was a Territory decision alone.

And dont forget the Chinese also lease Melbourne's port, so its not uncommon

The feds do allocate funds, but, overall the funding etc is the responsibility of the incumbent state govt. Don’t get defensive, learn how it works bro.
